You have to use the x86-64 beta to run this and the GModCEFCodecFix. It runs perfectly with all addons working. You might have to compile the fix yourself since it tends to be outdated (the current releases but it is still being updated don't worry)

USING RTX-LESS MOD FROM MODDB. You can run this (the Original + RTX-LESS both from Moddb) by putting it into the sourcemod folder. You might need to extract the .vpk in the mod folders by GCFScape via CrossOver

At the highest resolution, it runs at 60 although it might feel sluggish due to how this game was made in the first place. Runs great and is mod compatible although you need to lower your refresh rate to get into fullscreen and lower your resolution as well so the image doesn't get stretched since the widescreen mod is not supported.
